These leaders from across the automotive industry are the Electronic Secure Title and Registration Transformation (eSTART) Coalition. eSTART is a group of stakeholders with a shared belief in the value of modernizing title and registration processes across the country and is focused on driving these improvements by advocating for modern solutions to replace the paper-based processes that currently dominate state and local DMV operations.

  • There is no monetary cost to join the coalition. The coalition asks for each member to contribute their time and expertise to support other coalition members where interests overlap.

    Administrative costs for maintaining resources and web presence is covered by one of the members. Future endeavors, such as research projects may be handled or coordinated by individual contributors or pooled resources.

  • The coalition focuses on three key areas: (1) allowing electronic signatures on all title and registration documents, (2) adopting tools for electronic submission and processing of title and registration, and (3) enabling electronic vehicle record transfers.

  • The coalition, in name, does not advocate for or against legislation. Specifically, eSTART Coalition will not take positions representing the coalition’s membership. Instead, coalition members will collaborate and support each other’s legislative efforts. Members can choice to support or oppose specific legislation under their own name either collectively or independently.

    eSTART Coalition does not have a Political Action Committee (PAC).

  • eSTART Coalition, as an entity, is not the face of legislation. Individual members may collaborate on and produce draft legislation or use model language provided by other entities and associations. The coalition’s website will endeavor to provide these as resources for its members and others to utilize and be aware of.

  • eSTART as a coalition aims to bring awareness to common areas of interest and serve as a basis for collaboration while ensuring each member speaks for and represents themselves. As a coalition, it does not have a governing body. The intention is to ensure individual members maintain their independence and are not considered to have endorsed or supported particular efforts because of their membership in the coalition.

    Associations typically produce materials and documents and take policy or legislative positions that represent all association members, thus require a governing board.

  • The coalition also conceptualizes and executes research projects and studies in support of modernization goals or to dispel misconceptions about the security or effectiveness of modernized title and registration processes.

  • Individual members have taken a number of steps in recent years to pursue clarifications to national issues, such as electronic signatures on odometer statements, and are also engaged with national associations. Members who seek collaboration and support on these efforts should solicit support from other members.

  • Engagement with these critical stakeholders should always been a foundational engagement in the pursuit of any modernization effort. The coalition welcomes collaboration and even membership from these stakeholders.

  • If your organization is already reflected on the Members page, simply complete the “Join Us” form. This will add you to the coalition’s directory. You do not need to complete an enrollment form or provide your logo.
