Hugo Carmona

Hugo Carmona is a Director of State Government Affairs for Cox Enterprises. In this role, he is responsible for tracking state legislation and regulatory rulemakings across all 50 states on behalf of Cox Automotive’s portfolio of brands (including Manheim Auto Auctions, Kelly Blue Book, and Autotrader) and Cox Enterprises’ operating businesses and investments (including a sustainable agriculture division and an advanced manufacturing company). Hugo represents Cox at multiple national trade associations and was named a 2022 Warren Young Fellow by the National Auto Auction Association.

Prior to joining Cox in 2016, Hugo was staff for a member of Congress where he focused on infrastructure, transportation, telecommunications, immigration, military, and veterans policy issues.

Hugo received his J.D. from the University of California Hastings College of the Law (now, UC Law San Francisco) and is admitted to the state bar in California. He graduated with a B.A. in Political Science from the University of California, San Diego. Hugo is a southern California native where he currently resides with his wife (Sarah), stepdaughter (Mady, 16), and son (Pablo, 2). In his free time, Hugo enjoys spending time with family and playing tennis.
